On our blog, we also aim to highlight cosmetic ingredients that continue to raise discussion and differing opinions. One of them is Phenoxyethanol, which is very commonly found in cosmetic formulations. Around this ingredient, many controversies and conflicting claims have developed. In this article, we explain what it is, how it works, and how it is currently assessed by scientific institutions and regulatory bodies. At the same time, we also present our own subjective opinion on the matter.
What is Phenoxyethanol?
Phenoxyethanol is a synthetic preservative used in cosmetic products. Its main function is to protect formulations from the growth of bacteria, fungi and mould, ensuring product safety throughout its entire period of use.
Thanks to this ingredient, cosmetics – even those packaged in jars where users may dip their fingers – remain microbiologically stable. In very small amounts, phenoxyethanol can also occur naturally in some plants, but in cosmetics it is used in its synthetic form.
Is Phenoxyethanol safe?
According to the current position of the Scientific Committee on Consumer Safety (SCCS) in the European Union, phenoxyethanol is considered safe for use in cosmetics at concentrations of up to 1%.
Available toxicological data and regulatory assessments indicate that, under typical cosmetic use conditions, it does not show carcinogenic, mutagenic or endocrine-disrupting effects.
However, in some individuals it may cause irritation or allergic reactions, particularly in very sensitive skin. Adverse effects observed in studies were mainly associated with high laboratory concentrations that do not reflect real-life cosmetic use.
Research into the safety of this ingredient is ongoing, but current scientific opinions remain consistent – within permitted concentrations, it is considered safe. [1] At the same time, like any cosmetic ingredient, it is not completely “neutral” for every skin type and may not be suitable in individual cases.
Who should exercise caution?
In our opinion, extra caution should be exercised by people with very sensitive or reactive skin, who are prone to irritation.
For infants (especially under 3 months of age), as well as in cases of severely damaged or inflamed skin, it is advisable to carefully select cosmetic products, although there is no official ban on this ingredient.
There is also no scientific evidence supporting the routine avoidance of phenoxyethanol during pregnancy or breastfeeding.
What are the alternatives?
In natural cosmetics certified by organisations such as Ecocert, preservatives and preservation systems may include: Sodium Benzoate, Potassium Sorbate, Benzyl Alcohol, Dehydroacetic Acid, Sorbic Acid, or Citric Acid (often as part of a broader preservation system).
Our opinion
We consider phenoxyethanol to be an effective and well-studied preservative which, at permitted concentrations, does not pose a risk to the majority of users.
At the same time, we understand that individuals with sensitive skin may prefer simpler formulations or alternative preservation systems – and in such cases, it is best to rely on personal skin response rather than general safety claims alone.
